  • All agencies must implement ORCID adoption by Dec 31, 2027

Changing Security Requirements from U.S. Federal Research Funding Agencies

Federal funding agencies have issued new requirements and guidance, federal law enforcement agencies have increased prosecutorial activity, and Congress has signed new legislation and sought information on how the academic research community is responding to this evolving issue. OMB has posted a revised set of  to the Uniform Guidance for Grants (2 CFR). OMB has stated these FAQs align with the revisions to 2 CFR published in 85 FR 49506 (August 13, 2020) and replace the July 27, 2017 version.

The U.S. National Science Foundation (NSF) is providing this correspondence to inform organizations, and Authorized Organizational Representatives, of a new annual certification requirement for Principal Investigators (PIs) and co-Principal Investigators (co-PIs) regardingMalign Foreign Talent Recruitment Programs (MFTRP).

Starting on June 7, 2025, in accordance with the , all PIs or co-PIs named on an NSF award made on or after May 20, 2024, must certify annually in Research.gov that they are not party to an MFTRP. Individuals who are currently a party to an MFTRP are not eligible to serve as senior/key personnel on an NSF proposal or any NSF award made on or after May 20, 2024. NSF is providing notification of this new requirement to impacted PIs and co-PIs.

What you need to know about completing the required MFTRP certification in Research.gov:

  • There is no organizational certification requirement, the certification requirement is for PIs and co-PIs.
  • Impacted PIs and co-PIs will be prompted to complete the MFTRP certification after signing into Research.gov using the Sign In link at the top of
  • PIs and co-PIs with more than one active award made on or after May 20, 2024, are only required to certify once, annually.
  • Once completed, PIs and co-PIs can view their MFTRP certification response under the Academic/Professional Information section of their profile.
  • NSF is working to expand the MFTRP annual certification requirement for all senior/key personnel roles at a future date. Additionally, NSF is working to provide organizations with access to the annual certifications.

The National Science Foundation (NSF) has published a revised version of the NSF (NSF 21-084). Overall, the Guide has been updated to align with the changes to NSF's (PAPPG) (NSF 22-1). The Guide will be effective for applications submitted (via Grants.gov) or due, on or after October 4, 2021.

The Office of Management and Budget has revised the OMB Guidance for Grants and Agreements, now called the OMB Guidance for Federal Financial Assistance. The final guidance reflects public comments received in response to the OMB Notification of Proposed Guidance published in October 2023 and comments received from Federal agencies. In response to comments, OMB is revising and updating the guidance to incorporate recent OMB policy priorities related to Federal financial assistance and to reduce agency and recipient burden.

Research.gov

In accordance with

, Research.gov users who use NSF account credentials (NSF ID/primary email + password) to sign into Research.gov must sign in on or before July 25, 2025, to validate their credentials. Beginning July 28th, users who have not signed into Research.gov during the period from April 26th through July 25th will be required to reset their NSF account password before they can use their NSF credentials to access Research.gov.

Password reset requires access to the user's NSF account primary email address to obtain a one-timepasscode (OTP). If a user no longer has access to their account NSF primary email address, they will need to contact the IT Service Desk for assistance.

Viewing and Updating NSF Account Primary Email and Adding a Secondary Email

Research.gov users can review their NSF account primary email by first signing into Research.gov with the selected multifactor authentication (MFA) method. Next, users should select the My Profile option at the top of the screen to view their NSF account primary email address on the Contact Information tab. Users can change their NSF account primary email address or add a secondary email by following the step-by-step instructions in the View and Edit My NSF Account Profile Information job aid available in the .

Users are also encouraged to enter an NSF account secondary email, in addition to their primary email, for password recovery purposes. Please see the About Signing into Research.gov page for more information about Research.gov MFA.
